During its December 2013 board meeting, the National Governance Board established the position of Counsel to the Board. The NGB unanimously approved the selection of Mark L. Hulse to fill the new noncompensatory position effective immediately.
The counsel will assist the NGB with legal issues and review official documents for adherence to federal and state laws governing nonprofit organizations. Board members were thrilled when Mark volunteered his services.
Mark is an attorney with the Tax Exempt & Government Entities division of the IRS and is area counsel for the Northeast Region.
Mark began his career with Chief Counsel in 1987 in the Manhattan District Counsel’s office after spending three years in the United States Marine Corps. Mark was called to active duty in 1990, in support of Operation Desert Storm. In 1993, he received an Honorable Discharge from the United States Marine Corps Reserve with the rank of Major.
Mark transferred to the Long Island office in 1990, and began working on TEGE issues in 1991. He was selected to the position of Senior Counsel in July of 2002, and the position of Area Counsel in 2008. Mark earned his JD from Syracuse University College of Law in 1984, and a BA degree from CW Post College in 1981. Mark is a member of the New York Bar and joined Military Outreach for Service in 2013.
