Biography for Ray Pratt

Agency-wide Shared Services, Real Estate & Facilities Management, Project Manager, Detroit, Michigan


Ray PrattRay is the president of The Detroit Chapter of MOS and is running for Vice President of MOS-IRS.


Ray has been with the IRS for 6 years as a project/building manager for AWSS-REFM.  Before that he worked for 2 years as a civilian for the army as a high voltage electrician at Madigan Army Medical Center in Ft. Lewis, WA


He retired from the Army in 2005 with over 20 years of service.  Most of his time was with the Army Corp of Engineers.  He is a veteran of Operation Desert Storm, Operation Joint Endeavor, Operation Enduring Freedom and 5 hurricane disaster relief efforts.  He was stationed in Ft. Riley, KS; Ft. Bragg, NC; Ft. Shafter, HI; Ft Lewis, WA and Camp Humphreys, South Korea.


His vision is to increase the visibility of veterans in the IRS by hosting activities honoring veterans; displaying pictures and announcements of veterans and veteran issues; and having more veterans be visibly involved with other employee organizations.  He also wants to build and maintain a communication network for all interested in veterans for problem solving and sharing of experiences through emails and meetings.

Biography for Jon Bird

Wage & Investment, Communication & Liaison, Senior Program Analyst, Retired Colonel, US Army, Atlanta, Georgia

Jon BirdJon is a founding member of Military Outreach for Service in 2008 and served as vice president every year except 2011 - 2012. Since joining the IRS, Jon has worked as a communications analyst for Wage & Investment, Communications & Liaison. In this role, Jon produces strategic communication plans, articles, photographs, intranet and Internet Web pages for clients throughout W&I.

He is a member of the board of directors for the Atlanta Vietnam Veterans Business Association, marketing director at Titan Business Services. He is also a member of the Knights of Columbus. Jon spends much of his free time volunteering with veterans organizations including the USO.

Jon finished his 32-year Reserve career working as host nation support officer for the Joint Chiefs of Staff Y2K effort and the Defense Information Systems Agency's continuity of operations planning office. Jon's awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal and the Joint Service Commendation Medal. He retired from Active Duty in 2000 and joined the IRS in 2001. Jon is a life member of the Association of the US Army, the Civil Affairs Association and the Reserve Officers Association.

Jon's education includes a B.A. in journalism and an M.A. in communications from Syracuse University, plus an M.B.A. from Sophia University in Tokyo. He is also a graduate of the Command & General Staff College, the National Defense University and the US Army War College.

In addition to his military experience and current IRS position, Jon has worked as: vice-president for Far East Link Ltd., a small public relations and marketing communications firm; regional manager, NE Asia for the International Herald Tribune; product line manager for Pacific Stars & Stripes; associate editor, Motor Magazine International and commercial editor, the Daily Yomiuri.

     Jon is married to Yoshii Fujino. They both reside in Dunwoody, Georgia.

Biography for John Gray

Small Business/Self Employed (SB/SE), Supervisory Revenue Officer, Greensville, South Carolina

John Gray, MOS TreasurerJohn Gray, elected Treasurer in September 2013, is a Supervisory Revenue Officer in Greenville, South Carolina, a position he has held since November 2007. He has responsibility for thirteen employees covering eight counties. During his career, John has held increasingly responsible positions in Collection including Revenue Officer, Supervisory Revenue Officer and Senior Program Analyst and Program Manager. John is a recent graduate of the Senior Management Readiness Program and The Center for Creative Leadership's Leadership Development Program.
John served four years in the Marine Corps infantry 1992 - 1996.

John was elected President of Military Outreach for Service (MOS) and served two one-year terms between 2011 and September 2013. As President John spent his term building a strong foundation for the organization's future. With the help of other members he restructured the NGB, created a leadership, coaching and mentoring pilot and put the pieces in place to an endowment that will be used to fund scholarships and charitable projects. John also helped to revised the bylaws, improve marketing and obtain recognition by the Secretary of the Treasury.

Roger W. Janosek, an appeals officer in Dallas, Texas, was elected to fill the vacant position of national treasurer for MOS-IRS, in an online election that ended September 30, 2009. Roger, who holds a master's degree in business administration and is a certified public accountant, accepted the position at a national board meeting held by teleconference on October 1, 2009. Roger's term expires September 20, 2011.
Roger served four years of active duty and 10 years as a reserve in the U.S. Coast Guard. He also has 22 years of private industry experience in finance.
The MOS-IRS thanks all of the candidates who expressed interest in the volunteer position of treasurer. The other candidates were MOS-IRS members Gregorio B. Jimenez and Vern E. Gohanna.

Three MOS-IRS members have stepped forward to nominate themselves for the vacant position of MOS-IRS national Treasurer. The candidates are listed below. You can read their biographies in the 2009 Treasurer folder.

A national vote will be held between July 16 and July 30, 2009 to elect the new treasurer. Only those registered as of May 31, 2009, will be allowed to vote due to the time it will take to update our new database. (Note: as of July 1, 2009, a voting member of MOS-IRS is one who has timely paid dues.)

In the afternoon of Thursday, December 11, 2008, the first group of officers of the board of directors for the IRS Military Outreach for Service (MOS) was sworn in. The swearing-in ceremony, led by cofounder Steve Cickay, was held via conference call with more than 50 members calling in from around the country.
The newly elected officers are:
  • Allen L. Lichtenwalner -- President
  • Jon P. Bird -- Vice President
  • James M. Quinn -- Treasurer
  • Susie S. Harmon -- Secretary
The ceremony incited a transnational recitation of the Pledge of Allegiance, inspirational statements by the founders of the organization, the oath of office, and brief acceptance speeches by three of the four new officers. The ceremony closed with a recitation by Steve Cickay of the American standard, "America the Beautiful."

Message from Steve Cickay, Interim MOS President


    I have good news to report. Not only are we approaching almost 300 MOS members now (295 at latest count and ever-growing), but we have elected our first set of MOS Officers. We have achieved a major milestone in the life of this great new employee organization. And again, we have accomplished what we set out to do. Thanks to Jim Clifford, who beautifully, effectively, and efficiently led the MOS election planning and implementation, we have met our stated objectives.
    Before I announce the new leadership team, I want to thank all who ran in this race.


  • President - Kevin Holian, Rodney Kobayashi, Allen Lichtenwalner, Debbie Young
  • Vice President - Bob Alexander, Eric Anderson, Jon Bird, John Mansfield
  • Treasurer - Teal Ellington, James Quinn


All have shown their eagerness to serve and I hope they will continue to show that spirit of service by assisting the new leadership team with the many challenging roles that are on the horizon. We need local MOS chapters to be born across the country. Already there are rumblings in San Francisco, Seattle and Atlanta for chapters to be born. We need wise and energetic committee chairs for many of our initiatives: recruiting wounded warriors, assisting with the great vision of the Workforce of Tomorrow, organizing the many good citizens who wish to help our veterans who need support during these trying economic times, and providing the welcoming sense of community our veterans deserve here at IRS.  I am hopeful that these candidates will join the fun and challenge of carrying out the mission and purpose of MOS to achieve great things for IRS, our employees, and our family of veterans.

    I want to congratulate these following individuals on their success in the election. I wish them the best in  the coming year as they rise to the challenge of these new awesome responsibilities:

And of course I want to thank and congratulate our very competent and dedicated FIRST MOS SECRETARY Susie Harmon. She has done such fine work helping the MOS Executive Stand-up Committee get MOS to this milestone. I know she will do great work helping the elected officers accomplish their agenda next year.

And I want to thank the resourceful and competent Matt Ferrero who has helped us with so many HCO issues so far and has now even volunteered to do more. He will be the MOS principal liaison to HCO on all matters pertaining to MOS's proposals to change HCO policies and practices so that the needs of our IRS veteran community can be more effectively addressed. Thanks again Matt for your service.

Attached are the biographies of your new officers who competed for this election. Please read them closely if you haven't already. It is important to know the backgrounds of your new Air Force and Army leaders! :)
And I want to invite you to a special swearing in ceremony that will occur this Thursday, December 11, 2008 at 2:00 PM Eastern Standard Time where these officers will be formally installed as your new leaders. Please try to attend if you can. [Note: Members have the conference call number and access code in the 12-8-2008 email from M. Cickay.]

Thereafter, we will be looking to President Lichtenwalner to lead us into the future. The Spartans had their King Leonidas to do great things with his band of 300; we have our President L. to lead us to even better victories. And hopefully with much fewer casualties than old King Leonidas.

It's 6:00am on October 30, 2008.  The website has been updated and all the bio's & platforms have been posted to our website.  We have four well qualified individuals running for President, and another four running for Vice-President.  In the Treasurer position, we have one candidate and in the Secretary position we have no one running.  This appears to be our line up for the next two years, so review the bio's and let the best candidate win in each position.
